What type heat exchanger (Sheel and Tube or Plate Type) is less prone to clogging when used with water as the cooling media and petroleum based hydraulic fluid to be cooled?

Oil flow rate is 500 GPM and heat load needed to be rejected is 400HP.

I've had far better reliability with the tube type and when they do clog they are much easier to clean and get back in service without leaks.
BTW 400 hp heat load sounds like a very inefficient system.
