Just bought a Scat Trak 1700c skid steer. Worked fine for 20 minutes then the hydraulic lift and tilt simply stopped. I got off and checked for leaks and found that hydrailic fluid had sprayed out from around the fill cap, but no leaks in the lines or anywhere else. The fluid level still reads full. I get absolutely nothing from the bucket tilt and only small jerks from the lift arm. This is all new to me. Any suggestions?

Don't trust the fluid level gauge. Check the fluid level in the tank physically.
